{"id":8287,"date":"2017-09-05T11:26:47","date_gmt":"2017-09-05T16:26:47","guid":{"rendered":"http:\/\/nrgibroker.com\/?p=8287"},"modified":"2017-09-05T15:13:30","modified_gmt":"2017-09-05T20:13:30","slug":"nafta-negotiators-seek-to-enshrine-mexicos-energy-reforms","status":"publish","type":"post","link":"https:\/\/nrgibroker.com\/en\/nafta-negotiators-seek-to-enshrine-mexicos-energy-reforms\/","title":{"rendered":"NAFTA negotiators seek to enshrine Mexico&#8217;s energy reforms"},"content":{"rendered":"<h4 style=\"text-align: justify;\"><span style=\"font-size: 8pt; font-family: Helvetica;\"><a href=\"http:\/\/www.reuters.com\/article\/us-trade-nafta\/nafta-negotiators-seek-to-enshrine-mexicos-energy-reforms-idUSKCN1BD0TS\">From Reuters \/\u00a0SEPTEMBER 2, 2017 \/ 3:45 PM \/ Anthony Esposito, Frank Jack Daniel<\/a><\/span><\/h4>\n<h4 style=\"text-align: justify;\" data-reactid=\"45\"><span style=\"font-size: 12pt; font-family: Helvetica;\">&#8220;MEXICO CITY (Reuters) &#8211; U.S., Canadian and Mexican negotiators are zeroing in on ways to enshrine Mexican President Enrique Pena Nieto\u2019s sweeping energy reforms into a modernized North American Free Trade Agreement, Mexico\u2019s chief negotiator said on Saturday.&#8221;<\/span><\/h4>\n<h4 style=\"text-align: justify;\" data-reactid=\"46\"><span style=\"font-size: 12pt; font-family: Helvetica;\">&#8220;The 2014 reforms wrung control of the country\u2019s oil and gas sector from state hands, opening it up to private investment, and incorporating them into the 23-year-old NAFTA is seen as a way to help preserve them for the long term.&#8221;<\/span><\/h4>\n<h4 style=\"text-align: justify;\" data-reactid=\"47\"><span style=\"font-size: 12pt; font-family: Helvetica;\">&#8220;\u201cWe\u2019re working in this sense, analyzing all of the elements that need to be included in the energy discussion to reflect the reform Mexico established,\u201d Mexico\u2019s chief trade negotiator, Kenneth Smith, said on Saturday after a bargaining session in the second round of NAFTA modernization talks.&#8221;<\/span><\/h4>\n<h4 style=\"text-align: justify;\" data-reactid=\"48\"><span style=\"font-size: 12pt; font-family: Helvetica;\">&#8220;Smith, speaking to reporters as he walked side-by-side with his counterparts John Melle of the United States and Steve Verheul of Canada, added that negotiators would \u201clook for mechanisms that allow us to integrate ourselves in a positive way in the energy sector.\u201d&#8221;<\/span><\/h4>\n<h4 style=\"text-align: justify;\" data-reactid=\"49\"><span style=\"font-size: 12pt; font-family: Helvetica;\">&#8220;Trade negotiators from the three nations are working through the weekend in Mexico City to present more proposals to revamp NAFTA, an accord that underpins more than $1.2 trillion in annual cross-border trade.&#8221;<\/span><\/h4>\n<h4 style=\"text-align: justify;\" data-reactid=\"50\"><span style=\"font-size: 12pt; font-family: Helvetica;\">&#8220;When NAFTA was enacted in 1994, Mexico\u2019s energy sector was closed and Pena Nieto\u2019s reforms ended a decades-long monopoly for national oil company Pemex [PEMX.UL] and ensured competitive oil auctions. Incorporating them into NAFTA would help shield them from any future governments that may want to reverse them.&#8221;<\/span><span style=\"font-size: 12pt; font-family: Helvetica;\">\u00a0<\/span><\/h4>\n<h4 style=\"text-align: justify;\" data-reactid=\"52\"><span style=\"font-size: 12pt; font-family: Helvetica;\">&#8220;Trade experts both in the United States and Mexico have said that increasing energy trade and investments through NAFTA would help reduce the $64 billion U.S. trade deficit with Mexico that irritates U.S. President Donald Trump, partly through increased U.S. gas and oilfield equipment sales to Mexico.&#8221;<\/span><\/h4>\n<h4 style=\"text-align: justify;\" data-reactid=\"53\"><strong><span style=\"font-size: 12pt; font-family: Helvetica;\">&#8220;Trump has repeatedly threatened to rip up NAFTA, warning he could do so again just this week.&#8221;<\/span><\/h4>\n<h4 style=\"text-align: justify;\" data-reactid=\"55\"><span style=\"font-size: 12pt; font-family: Helvetica;\">&#8220;Pena Nieto, in his annual address to the nation on Saturday, defended free trade and young migrants in the United States, saying his government would not accept insults against \u201cnational dignity\u201d from Trump\u2019s administration.&#8221;<\/span><\/h4>\n<h4 style=\"text-align: justify;\" data-reactid=\"62\"><span style=\"font-size: 12pt; font-family: Helvetica;\">&#8220;\u201cThe relationship with the new government of the United States, like any other nation, must be based on irrevocable principles: sovereignty, defense of the national interest and protection of our migrants,\u201d Pena Nieto said.&#8221;<\/span><\/h4>\n<h4 style=\"text-align: justify;\" data-reactid=\"63\"><span style=\"font-size: 12pt; font-family: Helvetica;\">&#8220;\u201cWe will not accept anything that goes against our national dignity,\u201d he told a crowd of politicians and the country\u2019s elite, who rose at that point to deliver the most vigorous standing ovation of his address.&#8221;<\/span><\/h4>\n<h4 style=\"text-align: justify;\" data-reactid=\"64\"><span style=\"font-size: 12pt; font-family: Helvetica;\">&#8220;Trump this week also insisted again that Mexico would eventually pay for his proposed wall on the southern U.S. border to block the flow of illegal immigrants and drugs.&#8221;<\/span><\/h4>\n<h4 style=\"text-align: justify;\" data-reactid=\"76\"><span style=\"font-size: 12pt; font-family: Helvetica;\">&#8220;Trump has repeatedly threatened to pull out of NAFTA if talks do not go his way and on Saturday said he would discuss next week with his advisers whether to withdraw from a trade deal with South Korea that he has also long criticized.&#8221;<\/span><\/h4>\n<h4 style=\"text-align: justify;\" data-reactid=\"81\"><span style=\"font-size: 12pt;
